I wouldn't say they are bestfriend exactly. More like a close rival just like Goku and Vegeta. I think Ken and Belial probably work well together and might have some friendly interaction off-screen, but Ken being stronger and now granted a higher status probably piss Belial off big time (along with Marie seem to like Ken more lol). Belial is not exactly evil, but he definitely a very short tempered and violent ultra. He also has a huge ego so it make sense why he is a good candidate for Alien Reiblood's host.
