in japanese ultraman wiki, it said because the bad guy masaki want to become ultraman so much but he can't control the power , so the ultraman looks like tiga out of control , and that's why called Evil Tiga :)

Here is the thing with Evil Tiga, Atsuki-sempai. Ultraman as we know are the being of light, their power with the one that have righteous heart will not be corrupted. However as Daigo (Ultraman Tiga Host) have pointed out in the Evil Tiga Episode that if Masaki wield the power of Ultraman with a darkness heart. He will not be able to control it. Masaki had always been this person that wanted power for only himself not for other, that why instead of becoming the light, he became the darkness instead due to his selfish desire.
