Originally, Tohl Narita did not added the color timer to Ultraman until Tsuburuya added it. But as the generation moved on, the creator of Evangelion, Hideaki Anno, came up with the idea of creating a new movie with the title Shin Ultraman which it directly based on the very first original a type suit of ultraman. For those who are wondering who's Tohl Narita, he's the creator of the suit of Ultraman, and Tsuburuya only used it on the rise up instead in every fight scenes. The art that Tsuburuya made back then in the 60's, the art concluded ultraman without the color timer because that was the original idea until it was changed to the color timer, and thus, tsuburaya sent it to tohl narita, ordering him to create the suit for him.
