As Benjamin Franklin wrote in his pamphlet on population, wages are higher where population is low and land costs are low. He observed that where land is free or very cheap, people will not work in industry for others. The key strategy for owners of industrial enterprise to attract more people to their factories than they need, and thereby drive down wages, is to make land too expensive for most people to acquire and farm profitably.
