You should correct this: You should add return type to the method also. In case of generalization, parent class must have protected access specifier to visible in child class. So, LibraryMember class must have protected data members as name, Id then only it is visible in Student, Staff child class.

actually + and - are access specifiers + | means public - | means private # | means protected ~ | means package access usually attributes are private so we use (-), and member functions are public thus (+) sign.
