I have been tying deer hair flies for 50 years. What is the difference between "Hollow coarse deer hair" and deer hair that you are going to spin. Deer hair spins when it is hollow and coarse.

Absolutely, cow Elk flank. The hair is short and hollow up to the tips, and a darker shade than most sparkle dun deer hair.
