looking at some of these creations, i think the developers knew what superstars fans wanted in the game, but due to maybe licence issues etc they could not make them offical. So instead getting around it by giving the fans the parts needed to make them superstars.

Shout out to the 2k creation suite dev team. They made sure the content creators had the parts they needed to make almost anyone who has stepped foot in a wrestling ring. Being able to give add custom themes is the icing on the cake.
