The effectiveness of an army is not measured only the equipment and material. A brave soldier makes all the difference. Somali army is superior when it comes experience and personal preparedness. Philippine army is not battle hardened as Somali army. Materially Philippine is the winner.

You cant compare a country with rag tag and disorganized army of somalia to an Army of developing country such as the philippines with a budget of 1.5% from country GDP of USD 507 billion dollars.
