Does your city not have street sweepers? Where I live in a small Canadian city, every autumn after the leaves have fallen, the sweepers go around all the mature areas and clean up the leaves so we don't have blockages like you do. If we can afford it, your city can also.

Thats a terrible drain design. Not only could a cars tire get stuck in it a bike would crash if he hit it, pedestrian would trip in it, even a small child could fall into it!
