Yes official Nokia 2720 should allow WI-FI and hotspot. If it is fake, connectivity will say GSM.

Yep... I have an Alacatel candybar phone... it basically makes and receives calls and texts and takes basic low res photos... doesn't do internet, no email... means I'm not at everyone's beck and call... trouble is a year ago I dropped it in a washbasin... dried it out and worked fine but the zero on the keypad has become increasingly dodgy. A phone like this nokia, nice and small may very well fit the bill.
