They count each flashy fountain inside of a small box as one unit so five in the box what did you expect? it’s California firework they minus well count the piece of paper at the bottom and the plastic wrap TNT don’t get any ideas

Yup, thats how they get ya. Flashing Ftns and Lightning Flash count as individual fireworks. Do yourself a favor: ditch assortments in the future
