I hope one day NPC will be able to notice that his buddy, who has talked with him 10 seconds ago has suddenky gone and will be suspicious even without seeing dead body . I have been playing Hitman for 20 years a NPCs still don't have this ability. None of modern game has't, including Uncharted 4 and The Last of Us 2

Yes for both. However, for the DShK brutes you need to pull them from a ledge or while in tall grass-(and *from* tall grass) You can stealth kill Hunters regularly. But, it is recommended to pull them from a ledge or do a “pull from cover” stealth takedown. Make sure be stocked up on pistol based ammo or else you may accidentally trigger “pull from cover disarm” which may cause the hunter to have their body more sprawled out. Making them more noticeable by other enemies.
