You are making me laugh, because what you described happened already in Warhammer 2. “The Doomsphere Detonation Scheme-Plot” by Shoggy Seldom Dog. 255 in game turns. Over 130 hours. Undercities with Doomspheres underneath EVERY SETTLEMENT IN THE GAME, except for Ikit Claw’s singular starting town of Skaven Blight. It’s a thing of beauty to watch the collapse of all the known world, lol.

Your friends don't know how lucky they could be if they just kept an open mind about lower-level housing for non-human residents in their cities. I mean, with other tenants you never know if they will violate the lease by building nukes, but if you just agreed to no-destructies you could be friends. You could even max out your visibility so the landlord sees that you aren't a threat, and by being there they know the under-slot isn't occupied by more unsavory elements (trickster cults or more militant clans.) And, it's not like the host city loses any of their income to the immigrants, but much like real life that doesn't matter. "The rats are taking our jobs" they winge... racistly.
