Undercover Cops was originally released in arcades in March 1992 in North America, and in Japan in July 1992. It is Irem's first attempt in the modern beat 'em up genre that was founded by Data East’s Kung-Fu Master. Players control "city sweepers", a police agent-like group who fight crime by taking down thugs in New York City in the year 2043. An American localization for the Super NES was planned, but canceled. The unreleased American version was reviewed in Vol. 58 of Nintendo Power.

It's not really HD. It's just how the game looks on MAME when bilinear filter is turned off.

HOW YOU DID IT? Tell me please how to play with 2-3 players? I am pushing all buttons : start select ... nothing happens, just single player.

I just tested this, and all I did to get second player in the game was press the start button for player 2 and 1. By default, these are the "1" and "2" keys. It looks like the dipswitch is set to 2 players by default, so you would need to change that if you wanted 3 players.
