You are right but know this. I work in a electrical distribution company. 1. We use fault locator vans made by Megger company. We can find faults within few minutes of underground cables. 2. We can install a RMU to expand existing underground network. It is very difficult though. 3. DTL laid 2 feeders of 220kv underground cables from Kashmir gate grid to Nehru Vihar grid about 1 year ago.
