Costco also works because it's a place you actually want to go to. When my wife or I are having a bad day, we'll sometimes just go to Costco to get out of the house (especially if the weather is bad) and walk around in the warehouse. We don't necessarily buy anything but it weirdly makes us feel better. That's definitely something you can't say about Walmart, Target or pretty much any grocery store.

Can't you ask the person next to you in line to give a cashier their card (and also your credit card/cash) so that technically it becomes their purchase? Like, no rules broken and no subscription paid neither Idk, I've never used stores with such system

I have just remembered how I used to buy liqour in high school: I gave a cashier my credit card and they scanned bottles and paid themselves, showing their own passport to the security camera so that it legally wasn't my purchase at all; then the guy took everything outside and left at the doorstep, returning to work allowing me to pick it up So, once again, there was nothing illegal as I wasn't giving him money directly and he wasn't handing bottles directly to me. It's just that he's bought everything for himself and left and I found it.

yeah as the person above me said, that would be hard to find consistently, but people usually do that by using their friend's or family's costco card or shopping with them

This actually doesn't work out as well as you might think. First, you need to show your card in order to enter the store, or if you are with a group only one person has to show their member card. As others have said, you can have someone else buy stuff for you, but only if they are present with you. I once took my dad's card to shop, and they denied selling me everything i had gathered in my cart becuase i was not the member on the card. Fortunately, there is a work around this in that you get two member cards per subscription for the annual fee (my mom had the other one, and i am a member now). Additionally, they dont verify you are the card holder at their gas pumps (which offer pretty cheap gas in comparison, usually beating other stations by 10-30 cents a gallon), so you could borrow someones card at the gas station. Overall costco is worth the 60 dollars as the video mentions. The savings on gas alone pays for the membership for someone like me who drives 80 miles a day for work.
