I am actually not sure. Certainly the code 128 format can be used in 1D (linear) and 2D barcodes.

I used code 128 on retail products is it wrong or gonna cause problem ?!

Retailers POS systems can generally not handle Code128 barcodes, so if your customers are retailers, you may want to put a GTIN12 separately from the Code 128 barcode for your customers to have something their POS system can scan.

I heard code 128 and gs1-128 are similar but not the same

An official GS1-128 has the GTIN14 (01) segment registered with GS1. Meaning you pay that non-profit to ensure that the code you use will never conflict with someone else's code along the supply chain. The Code 128 format can also be used internally in a company for raw materials without registering the GTIN-14 segment. It is a syntax that can be used to manage inventory with lot numbers. If you sell to major retailers or major food service customers, you'd want to have those finished goods registered so the GTIN14 won't conflict with others, but for internal company use, the Code 128 format can allow you to manage traceability within your organization.
