A rank DP, I run 13, 17 and 18. I focus on buffing rush/blast/ki, then stay on them relentlessly. Going agro is key with androids, don't let them breathe. I love making people rage quit with androids.

The androids with passive ki regen also get extra ki from attacking compared to the rest of the cast. The heal for metal cooler is stated as 40% of max. You can see it in training under explanation of controls and reading the move.

Hmm, I may look into this and might make a video. No promises though. Honestly, my best advice is to just structure a team around the characters you want to play while staying within the DP limit. Characters like Yajirobe (who is low cost) can go on a team and actually CARRY because of their abilities. I usually just play who I want within the limit I have though.

That could possibly be a bug from the sound of it (no pun intended) It is a very MINISCULE amount of HP though.
