in the last of min in video , in manager profile why we can' make permission set if we want that manager is enable to create, read ,delete, view

in last minute of video He discussed that suppose we have two users who is manager So suppose by default manager can read update rating record but we want that one manager should not have update permission on rating .so for this you will think let's create permission set for this manager but here you cannot make permission set because permission set can not restrictive it can only provide aditional access. So to achieve that requirement we need to create new profile from existing manager profile and give only read permission on rating object. I think it was that he wanted to say

In Permission set, we define additional access, and in permission set assignment we assign permission set to specific users for a specific period.
