Asgore DID NOT start the war. The humans started the war, at the end of which they locked the monsters in the underground. After they killed Asriel, Asgore decided to kill every human who fell into the underground in order to destroy the barrier and take revenge.

I can’t help but feel like this theme was originally going to be used when the player meets Asgore. “Small Shock” is definitely more fitting in my opinion, but this still works. The determination theme that has been heard throughout the whole game is now playing in a literal setting, as if Asgore was the source of it (which he kind of is) while also maintaining a grandiose yet melancholy feel to represent the hole that Asgore dug himself into as king of the monsters.
