When a train tries to stop at a certain speed, it slows down for a hundred feet until stopping. Also, the engineer can't really see the goat due to the height and size of the train, but he blared the horn to try to scare the goat away in this scenario.

Train drivers have been making this mistake for a long time. That is to say, the cattle that stand on the sidelines (i.e. not the cattle that are already standing on the track) are loaded onto the track by Horn beating and tensing. You can see this in most Occident videos. The Railways should take this into consideration.
