Hi mam, please correct me if I am wrong, I guess both statements are wrong as UNEP is the leading global authority and in 1992 around 154 countries already joined UNFCCC and currently there are around 198 countries, by 1995 countries have realised the emission reduction provisions in the convention are inadequate hence adopted Kyoto protocol in 1997 to strengthen the global response
