It is not necessary. If you need you can. Cut lintel can be provided if there are openings.

Yes ,chips concrete at sill level and lintel level is must for 100mm block, and the height of the wall desides the tie beam at lintel level, up to 10feet its ok ,if the roof height goes to 10’6” or more tie beam is required at lintel level
