Dadar and nagar haveli and Daman and diu have been merged and act as single union territory. Plan for the proposed merger was announced by the government of lndia in July 2019; the necessary legislation was passed in the parliament of lndia in December 2019 and came into effect on 26 January 2020. In present there are 28 states and 8 union territory.

Think like this : UTs (except Delhi, Puducherry, J&K) have a single administrator, which is directly appointed by Centre (Parliament). Agar UT k name, size, territory mei koi change karna hai toh President ko us UT se consult karne ki koi zarurat nahi. Par Parliament mei aisa Bill laane k liye pehle President ki recommendation chahiye. President ki recommendation is just a formality by the way. President does what Government tells him/her to do
