I agree that broken marriages can result from having a partner work overseas just to find a decent job. In fact, separation as a result of one partner working overseas is probably the most common cause of broken marriages. This initiative can really help by having more businesses start in the Philippines (Pinas), thereby increasing the demand for labor. I also believe that there is a structural impediment to getting more entrepreneurs get started in Pinas. One glaring example of structural impediment is lack of respect for property rights. There's no guarantee that by fixing property rights we can advance economically; however, without property rights I don't see a way for local businesses to prosper either. This problem is difficult to solve because the concept of "property" embedded in the 1987 Constitution is broken. Property should not be just a form of "stewardship".
