Update on 12.19.2024: 1. I forgot about The Sun in the "best" section, it has great mixed utility as well. Null piercing is of course mainly applicable to PvP but having a 7XL damage proc (assuming Star modifier) is still very strong everywhere. 2. For some reason the autocrit procs (Temperance, The Hierophant) are worded slightly differently on the Water skills, both of them list increasing critical hit chance by 7XL instead of saying "performs a critical hit". Haven't done testing but given both the Fire and Wind Temperance and Hierophant say "performs a critical hit" I'm assuming a 7XL critical hit chance boost is enough to be functionally identical.

So if you have plenty of cost weapons the sun is probably better than emperor? It being more dmg and a null seems like a good use for PvP and PVE

Either works. Sun definitely is great mixed utility too since it has a higher damage ceiling, I forgot about that.
