that is a spray on mineral fiber fire protection over the structural steel. Wont be seen when complete (above drop ceiling)

They make it real easy the company i work for we get the unit up with a presto lift or furniture cart and hold on to the unit with our hands to keep from shooting out the building

It looks like they are doing a pretty good job, but aren't this guy's supposed be tied off to a column that's number #1 priority, if OSHA showed up every one on that floor would be getting a ticket and even the contractor

If they were on a scaffold, they would be required to. In this case, they are on one of the slab/floors of the building, plus there is safety handrail. They are remaining within the handrail.
