hi! i'm not that sure how dorms work in the us since i'm from the uk, but in general in germany it varies a lot by university. at konstanz where i was you basically applied for housing when you applied to study there, and there were several different styles of rooms to choose from, depending on whether you wanted to live on your own with a private bathroom and kitchen like me or whether you wanted to share facilities. i know other places in germany it's quite common to have to go private to find dorms, there's this website called WgGesucht where you can advertise and find rooms and roomates, but i've never used it so i don't know that much about it. in general though i don't think it's too different from the way things work in the us
