The 'melody' at 4:45 also appears in a cheesy track called Battle Mode by DJ Tom. But I think they've both sampled that from October by Belladonna which came out in 2010 : kzbin.info/www/bejne/e3_FcmiLh7-dbqM

The Belladonna track has a vocal saying "house music" whilst this one has a vocal saying "electro". So I think someone took the Belladonna track as a starting point and decided to re-work the track in an early 80s electro style.
