Think about it this way. A full map of towers, even with optimal everything, will not have unlimited power. It will still die at some point. And once you get that amazing map of towers, your money becomes a non-factor. However, while a damage boost may not be as fast to build up, it will last longer, because it is a boost to what a fully optimized map of towers could already achieve.
