yup. if you want the drive tiger twin shot as well. you should learn Neo Tiger in extra event before the finals. then you can unlock the twin shot for free in the finals match

If for the extra event, I choose Hyuga to learn Neo tiger, so Neo drive will be available in Special mission at the finals and My custom can get: Neo tiger from extra event, Neo drive from special mission, Miracle drive if I also have all conditions, Drive Tiger Twin shot with Tsubasa unlocked free in the final match

Es tu jugador :). Si marcas dos goles, lo consigues o si marcas uno y disparas bastante, no estoy seguro pero me parece que tienes que disparar unas 5-6 veces despues de marcar el primer gol. Pero no es muy dificil de marcar dos goles en la final. Una cosa que puede ayudar si no tienes un disparo V2 desbloqueado como el de Hyuga, Ortiz, Diaz o cualquier uno, puedes comprar una personaje dlc como Shingo Aoi o otro, custa unos 2,99 euros. Y es muy util porque puedes obtener S rank antes del "mundial". Si consigues obtener S rank general durante 8 partidos (no es muy dificil porque los partidos del colegio tambien importan), te desbloqueara su disparo V2 despues del partido contra Italia, es mucho mas facil de marcar contra los mejores porteros con ese disparo.

I got scouted by everyone except America since the game decided that I'm just not allowed even after comleting Ryans mission twice and now knowing that the update in october is gonna add stronger items I feel discouraged to try again since I always try to make a strong character and the new stuff is probably gonna make everything prior to the update wasted effort

might be not, to get drive tiger shot w hyuga, you need to learn neo drive before the finals to get miracle drive you need to choose neo drive in special mission ( which you learnt above so the mission won't appear in finals) However, Miracle drive with drive tiger shot w Tsubasa is possible
