7:23 the only time Mr. Lopee damages you is when you soft lock the game by staying back while your teammate goes ahead, trapping you in the room you’re in and soft locking you. Essentially, Mr. Lopee is nothing but the games fail-safe. If you try to encounter him on purpose, then he punishes you, but if it’s not your fault, then you’re fine. I think this is because if you are going for a damageless run (like you were in this clip) then that glitch that is entirely the games fault ruins your run.

Ok so for that green glitch guy (who is somehow called mr lopee). I think there’s a rare chance (idk my self) but I think it’s a rare chance to spawn out the map while you get out a locker. When you get that rare chance that green glitch guy (mr lopee) grabs you and brings you back into the map so you can continue the run. (I randomly got him while playing with a friend and being confused when it popped. Hope this helps!)
