there's probably videos out there that explain better but from what I remember you need to finish the pandorian crack and rune stone quests and be admired with the druids

you have to do the reputation with gold spur farm I believe

its part of the main story quests! you need to start by unlocking Dino valley and completing the pandorian cracks I believe and then you do the rune stones and so on
