Yeah. In the Buu Saga he was literally a fuck up and here are the reasons why. "Fight you? No, I wanna kill you." Second hardest line said by Gohan since "I wanna make him suffer for a little while." But instead of bro getting the job done so could no one else have to die, he played with his food, much like he did with Cell, and got his ahh handed to him. If he was to actually train instead of listening to Chi Chi and educate himself (noy saying that education is not important) but someone had to protect the world when Goku was still dead. The fact that bro can jump 30 feet in the air just to catch a baseball to impress the girls at school but couldn't catch a potara earring when the fate of the universe was at stake is still and will always be crazy, flabbergasting and mind-boggling.
