In Uno No Mercy, when you can't play anything, you MUST DRAW cards from the pile UNTIL you have a PLAYABLE card, then play it. If you can play a card but you don't want to, you can't draw, you are forced to play a card if you have one, even if you don't want to do it. Remember, this rule only aplies to Uno No Mercy.
