Tokyo for example has massive man made flood tunnel to tackle this issue, that also came from histories of major flooding.

Dubai is at sea level, with no high ground. When such a huge volume of rain swamps the flat lands, even the sea is at spate, so the rainwater cannot flow off into the seas.

Dubai planners haven't anticipated a year's rainfall in a day, so the storm water drainage is pitifully useless. Las Vegas, in a desert valley, has a better storm water drainage system, which is usually occupied by the homeless...
