So the path tracing renders samples are taken from the post process volume path tracing settings?

No, render samples are the ones set in Anti Aliasing. It doesn't matter how much you set in "Samples per Pixel" inside PPV, Anti Aliasing will overwrite it. It will multiply Spatial and Temporal Samples. 10000 samples in PPV is the same as 100 spatial x 100 temporal
