Their life cycle is extremely similar to a humans. An otter pup must be taught everything about living in the wild by its mother, otherwise it wouldn't be able to survive in the wild. Most animals pick up most of these skills by instinct An otter pups main feature is its Nepotism. Cuteness which inspires humans to care for their young. Or strangers to take on the young for them in absence of the parents. Female Otters often adopt orphaned otter pups. Their cry has been shown to trigger the maternal area of the brain for humans.

Most otters with pups stay in the water. Mom will wrap her pup in kelp (seaweed) to keep it from floating away while she dives for food. Newborns have a special coat that keeps them from sinking for their first four to six weeks. It is estimated that there were 150,000 to 300,000 sea otters before the first explorers killed them for their fur. They used to spend more time on land but learned it was safer to stay in the water. It was thought they were extinct until a small group of about 50 were found in Big Sur and there are now around 3000 southern sea otters off the coast of California. There are a larger number of northern sea otters in Alaska, Canada and perhaps Washington state.

Apparently it's pretty common for mom otters to use marina docks as safe zones to place their pups as they go scavenging. Otters are pretty smart, so the ones that live near civilization probably pick up that (most) humans are a non-threat that scare away predators.

This otter always gave birth and raised her pups on a section of dock that was only open to boat owners and they were very respectful of her.

No, mom wants to leave the pup on the dock while she gets something to eat but the pup keeps crying so she pulls it down to comfort it. Every time she tries to put it back up it cries again.
