Because Ukraine has to make a good faith effort or Trump will use that to argue that support for Ukraine should stop. He can't stop aid while he still needs the support of Congress. Once he has coerced complete loyalty among the Republican members of Congress, he can direct the Senate to use the nuclear option to eliminate the filibuster. That will give him the ability to pass any legislation he wants without regard to constitutionality, and SCOTUS will rubber stamp it. Trump is stuck right now because about 70% of Republicans support Ukraine But he is looking for a way to undernine that support. Once he does; he will redirect support to Russia.

However, what you refer to is irrelevant anyway. A draft, if there was one, is just a draft and can be meaningless until a mutually acceptable agreement has been completed, and is ready to be signed. Those negotiations - held predominantly in Istanbul in early 2022, failed, partly because of western suspicions and evidence of Kremlin activities, and also because of Putin's insane demands, like "the denazification of Ukraine". And Zelenskyy's demands (Russia must withdraw from all of Ukraine's territories) were impossible for Putin. So it is most unlikely that there would ever have been any kind of treaty anyway. But even if what you refer to were accurately true, which it isn't, it's just part of Putin's rhetoric which you are parroting, and he isn't to be trusted, and he invaded Ukraine illegally.

Recently Ukraine hit the biggest oil refinery in Russia. So there is a loss of revenue from the refinery for a long time. Also less fuel for the Russian army. Ukraine seems to be able to damage any oil refinery in Russia it wants. If it can not be repaired then it is a very serious situation for Russia. So for how much longer can Russia sustain damages like this? Is Russia running out of money and time?

In the interview Putin is showing how little understanding he has of a parliamentary democracy. The reason is his own position in Russia, where he decides everything and the Duma only is there to rubber stamp his decisions and agreements. He will have to come to terms with the fact that, although Zelensky may sign the agreement, it will only legitimate once the Ukrainian parliament (the Verkhovna Rada of Ukraine) has ratified the agreement. So for Ukraine it is irrelevant if Zelensky has a legitimacy or not, it is the VR who gives and takes these rights to represent the country.

That is all absolutely irrelevant if you consider that Putin has to rig elections to stay in power, meaning that Putin is illegitimate, and thus, has a worthless signature. That is only point #1! Point #2 is that if you look at his history of keeping and honoring the deals and agreements he makes, and that have been made before him, you will see that his signature is once again absolutely worthless. So Zelenskyy's legitimacy is not even a question, because of these other two points.
