No amendment is needed. The constitution clearly says its a citizenship without political and govt administration rights so it should be treated like that. It's bs to make citizenship holders apply for visa when indian citizens can freely enter Nepal.a little common sense is all that is needed but looks like everyone wants to hassle their own brothers and sisters living overseas.
