You unlock the bogdan heist through facility, the facility has three acts of doomsday , the second act is bogdan

You're better off running Bogdans and buy the cars yourself. Then merging them yourself and getting the vehicle however you want.

Cop cars must be customized at a Weaponized Specialist in an Avenger, Arena, Facility, or MOC

I dont know what your doing wrong but to try to help.... You have to be using cars your steal in game. Free cars from online website like the elegy will not work. Also don't forget to blow it up after you get flipped and before getting in your friends car.
