Because you are using newer version of Palera1n. You have to use older version of Palera1n Jailbreak to install Cydia this way. Use the custom palen1x from the pinned comment and along with it there is a guide to use that. Get jailbroken ROOTFUL with it then install cydia as shown... it will work. .. you people never watch the video fully.
