I would say whatever set gets you the best stats for crit% crit damage and attack. Need to do more testing.

Cordelia and LULU scale off attack power. So the more attack power you have the more healing they will do.

Are you talking about supplies storage where you could hold more food for sailors over storage for plunder? If so they removed the option
