The problem is the officers that the authority to reprimand and do what needs to be done to keep their fellow officers in order, (always tries to do the rite thing, respectful, and does what he can to stay on the laws side) but unable to perform his duties in said rank when it comes to limits. Granted, often police here in the states have a history of making sure they one up on whatever is out there. Example: Back when mobsters ran the streets. The Tompson Machine guns the criminals had outpaced a police officer regulated weaponry. Not to mention the cars. Criminals sought after the v8s because they were much faster than the polices. Lastly and more recently, because of the high horsepowered dodge demons and chargers. The police had to get specially tuned dodges and whatnot themselves in order to combat it. So, essentially, the criminals set the stage for how far the cops will go to eliminate a threat.
