No it won't be considered name change ,but for upsc form write the name as per 10th marksheet. If upsc needs any document they will ask you to submit an affidavit during or after interview stage. Don't worry.

Nahi 0 nahi fill karna hai , ask your father about your approximate income and fill it. Your income cannot be zero. ITR mein no karenge to nahi submit karna hai kyunki file nahi kiya hai , but Income zero nahi ho sakti.

If your birth certificate address is same as current address than the post office would be same , so no issues. Otherwise just mention the current address post office that you are sure about. This are not make or break things. Almost every communication by upsc is online. So just fill it and complete your application.

No proof will be asked. Just your Information is asked if your courses started in August 2017 you can add 1/08/2017 as starting date. You just need to have your final marksheet or degree at the time of interview.That will be asked.

It's is better k aap edit kar lijiye and match it with 10th marksheet name. Be on the safer side. Otherwise if form is submitted there will not be much issue. Upsc will consider 10th marksheet name after interview . Don't worry

You will not face any issue , if you find yourself comfortable than you can go for it. Just be well prepared when the time for interview comes.Regional languages interview have a translator , so if you know english you will also know how your answer is translated from Bengali to English.All the best.
