Yes. Didn't know we had a law against not driving through a flooded street. It's obvious his motive was not to flood basements. He was going where he was going and since had an SUV, perhaps decided to drive through. And the basic fundamental of driving through water is that you don't stop before you come to dry land. No, even if MCD had paid attention to the complaint, this trajedy would not have been avoided. Humans are complacent and fixing these things in our beaurocracy would have taken a lot more than 3 days. If this complaint was done months ago then we could probably say that that yes somebody complaint and no action was taken. But the question is, why does a kid need to make complaints? Or why does a trajedy need to happen for our authorities to take action? These coaching centers are in plain sight and all these issues are known to everybody. There is no other country where this would be tolerated or even allowed to happen. India is an unempathetic, brutal and lawless place and this is violence on an every day basis that we have become jaded to.

The centers have been allotted 1000s of km away, the exam pattern changed last minute, postponed at last minute around 11pm, costing lakhs of loss in travel, accommodation. Manipur was suffering from communal violence and this situation arises due to some reservation dispute in my remember and also our army(Crpf etc.) has been doing great job to control the situation..
