How to decide 3^21 is smaller than 2^40

There are two 2^36 and 2^40 and 3^21. Here 2^36 is smaller than 2^40 but there are two in number. Hence, only way if it's possible is if 3^21 is smaller and two options can't be the answer.

For those wondering how can we say (2)^36 is more than (3)^21? (2)^36 = (2^12)^3 (3)^21=(3^7)^3 2^12=4096, 3^7=729*3=2187 Hence, 3^7
