This February My digital Ews was issued by the Revenue officer (nayab tehsildar) in Bihar so upgraded the certificate from SDO level digitally which is countersigned by him , will it be valid ? Fresh followed by a previous date, certificate no., the sign is issued.

Yes as per UPSC, you can get it counter signed by required authority, if they mention the date of sign then it will be considered valid from that date else the older date will be vaild
