No you can't compare a street to an area. Oxford Street can be compare to '' boulevard du 7 décembre '' in Zone4 or ''rue des jardins'' 2 Plateaux

You should normally post both areas in the same vid for people to distinguish between. Start this job between Abidjan # Accra, or Abidjan # Lagos, or Accra # Dakar etc

The difference here is Osu Oxford Street is a Ghanaian dominated area whilst Zone 4 is a Lebanese dominate area
