To use the gauges on the app, does the phone have to be connected to the dongle device thats connected ti the car obd2 plug?

Yes, the phone has to be connected via bluetooth and running the app.

Does the battery tender have too be 20amp minimum or 12amp good as well?

12 amp should be good enough, as long as you have a good battery.
